   certutil is a Windows Server/Windows8 tool provided as part of   
   Certificate Services.  He may not have it.   
      
   It's been a while since I played in the batch sandbox, but I don't   
   believe this is doable as pure batch, and will require calling a utility   
   that can do it.  If he is restricted to what is provided with the   
   version of Windows he runs, he may be SOL.
