   Windows XP has, at the command prompt, the FTP command, which I suppose   
   to be external  If your OS does not have that command, you can no doubt   
   download it, perhaps from a copy of Garbo.  My copy is (by HUNT)   
      
   2008/04/14-00:12:20 FTP     .EXE     42496 .....a.. via C:\WINDOWS\system32\   
      
   which suggests that it came with Win XP sp3.
