Nothing was said about "vocals." What was actually said was:

"Q On the recording, are we hearing the musicians from the original
   sessions, or more recent performances?

A Both. I have my own band now, so we used some of the original tapes
and we made some new tapes. We [originally] wrote and recorded two
movements for Smile, and in 2004 we wrote a third movement."

I suspect that Brian misunderstood the question, and was referring to
old material rather than old recordings, because he has said on
multiple occasions that Smile 2004 is all new. Replace "tapes" with
"material," and his comments make sense.

At least that's my take on it, I could be way off. ;)
