   Edit / Mail & Newsgroup Account Settings / (account) / Composition & Addressing   
      
   Under Composition, check "Automatically quote the original message when   
   replying", and after the "Then," select "start my reply below the quote".  It   
   appears that you have to set it separately for each account.
