   Um, why shouldnt a program use all available processor capabilities when   
   it needs it?   
   Thats efficient use of the cpu.   
      
   Would you rather it only used 50% of the available cpu cycles and took   
   twice as long to display a page?   
      
   If a page (usually due to graphics content) requires say 50,000 cpu   
   cycles to complete the computations to display it, then it will take   
   50,000 cpu cycles.  If your cpu is capable of 10,000 cycles a second,   
   then the page will require 5 seconds of cpu usage (at 100%) to display.   
     If it is capable of 10,000 cycles per second, but only 50% is used,   
   the page will take over 10 seconds to display.
