   This often means that you are dialled into one ISP but trying to   
   use the news server of a different ISP.   
      
   The second ISP's news server has been configured to refuse   
   what it sees as "freeloaders" from the first ISP.   
      
      
   By the way, that will be "NNTP" and not "NTTP".
