   Open OE, go to Tools/General and see whether OE is shown as default mail   
   handler. If so Close OE and open Netscape. If you go to Edit/Prefs and   
   tick box next to 'Use Netscape Mail as default handler' under 'Mail &   
   Newsgroups' section that should fix it. Close Netscape and re-open OE   
   and check under Tools/Gen, whether OE is shown as 'not the default mail   
   handler' which should be the case now.   
      
   Note: You may have to make Netscape your default browser if that isn't   
   the case already.
