   7.2 has tabbed browsing, you can control it in preferences   
   (Edit..preferences..navigator..tabbed browsing)   
      
   I suspect that if you uncheck the "open tabs instead of windows..."   
   boxes, you'll essentially have an untabbed browser (to which you can   
   manually add tabs)   
      
   It may be similar in 8.0
