   Okay, are you in Tools>>Options>>Site Controls, on the Site list tab?   
      
   Switch from the Internet Explorer rendering engine to the Firefox   
   (gecko) rendering engine. This will ungrey the Allow cookies option.   
      
   In Internet Explorer, enabling/disabling of cookies is done only by the   
   security zones, you don't get direct control.   
      
   Basically the only site I allow the IE engine is Windows Update.
