   If you mean the "Netscape Quality Feedback Agent", then do this:   
      
   In "C:\Program Files", in the Netscape program directory, look   
   for a program "talkback.exe" in a subdirectory named "components".   
      
   Run "talkback.exe" and when it has started, select   
       Settings -> Turn Agent Off   
   from the menu.
