Your profile is separate from the       Program Directory. When you remove the program, you're only removing       the program and not the profile. The profile is not touched. So,       stop uninstalling and reinstalling. 99.9 percent of the time, it       doesn't work, because the problem is within your profile.              Do this while Netscape is closed. Locate your profile, and find the       file prefs.js. This file contains yor about:config stuff. Look for       the line that has privacy.popups.disable_from_plugins in it and delete       the whole line.
