close Netscape, then using your file manager, locate your profile, and
inside of that look for the file downloads.rdf, and delete it. Does
   this solve your problem?

To locate your profile you can read this:
   http://ilias.ca/netscape/profilefaq/#locations

but if you're using windows, then you must read this first:
   http://www.microsoft.com/windowsxp/using/helpandsupport/learnmor
   /tips/hiddenfiles.mspx
