   Generally, it would be better to start a separate thread to discuss tour   
   problem, but it should be pretty simple to solve.  It is almost   
   certainly a firewall issue.   
      
   Your firewall is configured to allow access to certain programs.  When   
   you installed the new version of NS, your firewall no longer recognizes   
   it as allowed, and is blocking it.  Go into your firewall's preferences   
   and configure it to allow NS access.
