That item will be "greyed out", or       appear in a lighter color, usually grey, though that can vary by theme.              For example, in the Edit menu, the Copy command is greyed out until you       actually select something to copy.              In this case, Send Unsent Messages is greyed out, simply because there       are no messages to send.              The confusion as to your meaning was because you stated an important       part of your question in the subject line.
