The story I accepted for years is that the new character was written
to expand the movie for more of a "movie" running time. Without the
scene, the picture would have been too short, or on the edge of it.

But I saw a video online recently, and this is the story that came
from the mouth of Mamet himself: Alec Baldwin was cast in the movie
but had to be dropped for some other prior contract that wouldn't
release him. They couldn't wait and they wrapped principal
photography. Then Alec was free and he asked Mamet if there was a role
for him. Mamet said sorry, no. Then Alec asked if he could maybe write
a new scene and a new character and Mamet came up with what is
univerally acknowledged as an absolute tour de force. Since then,
stage productions have included that scene and character.

Coincidentally, this show is currently running on Broadway to
excellent reviews. The cast includes Bob Odenkirk, Bill Burr (!) and
Kieran Culkin. I have tickets for a couple of weeks from now.
