   I've never thought about it much, but I have a nice fleece lined rough   
   out leather vest I like to wear. Put it on when it's cool outside, and   
   it keeps you toasty warm without impeding your arms with sleeves. I   
   don't know if this provides any clues for why vests might be a   
   practical accessory, but it works for me.
