   While that is true about civilian courts having jurisdiction in cases   
   involvine crimes "off base" - I've never known a case where the military   
   didn't take custody of the offender until time for trial.   
      
   There are some pretty interesting accounts of civilians seeking "shelter" in   
   military jails in frontier days. Notably the "Lincoln County War" provided   
   documentary accounts of interactions between the local Fort Stanton commander   
   and the town officials in Lincoln during that era.
