   You're confusing "basic training" with regular military   
   duties. The military is like any other organization   
   when it comes to work and non-work hours and what the   
   people can do with their non-work hours. Very few   
   military live "on base" these days. The exception of   
   course is when a navy ship is at sea and the sailors   
   are confined to the ship unless in port. Otherwise   
   a military man or woman with family spends as much time   
   with their family as someone in civilian life, for the   
   most part.
