   It sounds like you're comparing how things work   
   outside the USA in "overseas bases" to how they   
   work in the States. I've lived near military bases   
   in SW USA all of my life and have seen first-hand   
   how off-base civilian authorities turn over military   
   personnel arrested for such minor things as "drunk   
   and disorderly" to MPs from the base(s). In fact,   
   at one time, and possibly they still do it, MPs   
   actually patrolled the downtown streets in El Paso,TX.   
   El Paso is where Fort Bliss, TX is located, as well   
   as the former SAC base, Biggs AF Base. Biggs is   
   still military but not an active Air Force base.   
      
   An aside - since this is the "old west" - Holloman   
   AFB, which is about 80 miles north of El Paso in   
   New Mexico, has a permanently stationed wing of the   
   German AF who keep both planes and personnel there.   
   Many if not most of their personnel live in rentals   
   in the nearby town of Alamgorodo.I don't know who paid   
   for it but there is a school in Alamgordo that caters   
   exclusively to the children of German families. All   
   classes are conducted in their native language. The   
   German contingent has had a huge impact on the otherwise   
   small community, both economically and culturally.
