   I had a chat with my neighbor and indeed he says   
   that wearing of the kilt is allowed at the major   
   rendevouz he attends. He says there is no documentation   
   of Scots wearing kilts on a regular basis, but it only   
   makes sense that some would have carried their kilts   
   with them. He also says that kilts today bear little   
   resemblance to kilts worn "back then." Back then the   
   kilt was a piece of wool something like 13 yards in   
   length which the person "rolled" themself up in with   
   the last yard or so carried over the shoulder and   
   then held with a sash or belt.
