Yes, but XMMS shows the fluctuations with VBR files. If you didn't know
that, well, maybe you should use it. A typical 128 Kbit-VBR fluctuates from
   somewhere around 100 - 130 kbits/sec.

You also gotta think about the fact that Ogg Vorbis' compression algorithm
is slightly more superior. For two identical songs, ripped from the same
track, and using a fixed rate 128Kbps encoder, I see on the average, a 10%
   savings.

You can use, if nothing else, ogg123 to check the status of an ogg file,
whether it's VBR or fixed, and lots of other things.

Personally, I don't like to encode VBR files, it's easier and less CPU use
to not hafta find out what the next frame is encoded at and then decode it,
then switch again, frame, after frame, or block, after block, whichever it
   uses, it slips my mind.

The idea is that the compression isn't in the fact that you've reduced the
bits per second - while that *IS* part of it - the rest is pure, actual,
compression. If you don't know what compression is, you should check out
what JPEG, ZIP, RAR, gzip, bzip2... etc... those are all compressors, some
lossy, some lossless, but regardless, they are compressed formats.

You need to do some reading, yourself.

There's a reason Ogg Vorbis is better liked by some people, and for me, it's
the fact that my entire collection of songs and clips is roughly 10% smaller
then previously, meaning I can fit more music on it without buying another
drive. That's more CDs that I can get, save, and put away in storage. Yay.
