   Actually no. Even before you save the image, by having it raw, just by   
   manipulating the image, each time you apply a different action, you lose a   
   bit of quality. It is not too much eye-detectable, but it is when printing.

   And the new version of PElements now supports 16bpp as well. There is also   
   PictureWindowPro for Windows that does it, and also Canvas. No other   
   consumer-grade apps do it in this world (there is CinePaint for Linux  that   
   does it, but that's mostly a video app).
