   All I will say is this: If youve ever read an opinion from a court, there is   
   this thing called Dicta. Dicta is not a part of the holding or the opinion, it   
   is a judge inserted comment. If you strip the dicta, nothing changes.   
      
   In the quote I provided, the aside about NB is the equivalent of dicta. It can   
   be left out without changing the meaning of the quote.
