Paul, much obliged for your kind efforts.

After trying every setting on Ubuntu Software Center I stumbled upon GDebi
which was more verbose and told me it was dependency errors.

So I now know what I need to do

But I am baffled because I had previously installed the same Ubuntu
(CAELinux2020) on the same machine and USC did complain about
dependencies. (Someone on Reddit told me which packages i needed to
preinstall but I never got to it entirely). THis time USC just asked for root
password, ran the progress bar then took me back to the install button.
I guess now it doesn't matter. But it was odd.

USC is otherwise fine in getting me "approved" software.
