It looks like the 16.0 64-bit       tarball is corrupt and extraction aborts before it's gotten to those       "missing" files -- and apparently it's not just my copy or else they       wouldn't have released 16.0.1. 16.0.1 seems to run correctly, but it       identifies itself as 16.0 and says there's a newer version available.       So, mostly success.
