   Ok, I will agree with you that there is no reserved space.   
   I will guess the partition was created with 0% reserved space.   
      
   Looking at my /video I get   
   $  df -m /video   
   Filesystem     1M-blocks  Used Available Use% Mounted on   
   /dev/sdb11        215605  3303    212086   2% /video   
      
   $ echo "scale=10; (215605-3303-212086)/215605" | bc   
   .0010018320   
   which is close enough to the .001 I used to set the reserved value.
