   No, you do NOT need to boot from a live CD. Just edit /etc/fstab with   
   your favourite editor.   
   unmount /tmp   
   edit /etc/fstab to put in the right mount point for that partition.   
   mount -a   
      
   Do all that as root.   
      
   You are done.   
   Note this will leave you with a disk based /tmp. If you want a ram based   
   (tmpfs) you will also have to put in the appropriate entry for /tmp
