   What is "this"?
Please don't put your keywords in the subject without mentioning them
inside the post. Some people don't read subjects.

   As to your question:
It will stabilize when it is time for it. BUT: that is whenever you
   like.
In most cases upstream launches a release (which is considered
"stable" by upstream, otherwise they wouldn't release it), which then
enters the portage tree, but marked as "unstable". It is tested for
some weeks and then marked "stable", as it doesn't brake anything.
So "stability" is just a question of the point of view.
If you like using openssh-4.6, put it
   into /etc/portage/packages.keywords and emerge it.
See gentoo-wiki for more know-how on masked packages.
