   Ha, problem solved.   
      
   I noticed that I had LANG=en_US.UTF-8 in my environment and after a bit of   
   searching I noticed that this came from GDM. After editing /etc/   
   11/gdm/locale.alias   
   to read   
      English(USA)            en_US   
   instead of   
      English(USA)            en_US.UTF-8,en_US   
   and logging in again (specifying English(USA) as the language to use in GDM)   
   I automatically get the terminal charset as ISO-8859-1 by default. :-)
