   I noticed the same thing on my PowerPC and amd64 machines, while the x86   
   didn't have this issue as it had an upgrade a long time ago and don't recall   
   what I thought back then.   
      
   If you look at the ebuilds, one of the 2.12 and the 2.13-r2, you will noticed   
   a major difference, the 2.12 line uses util-linux while the 2.13 line uses   
   util-linux-ng which includes setarch, which means that the sys-apps/setarch is   
   obsolete when using util-linux-ng.
