   I don't know about that tarball, but this probably means that these are   
   patches made by Daniel Robbins (and therefore not installed at the   
   usual place). It might also mean that this is simply a bug and should   
   actually have gone to /usr.   
   At least, emerge (if you use the original gentoo tree and not something   
   containing patched ebuilds) will not install anything into /usr/local   
   if it is not a bug. I guess after successfull emerge you can also   
   delete the stuff in /usr/local unless you have a particular reason   
   to keep Daniel Robbins' patches (since I don't know the tarball,   
   I cannot tell what they are for).

   Before emerging, you should make sure that you set   
     LINGUAS="en" (or whatever language(s) you want)   
   in your /etc/make.conf. Moreover, you should modify /etc/locale.gen   
   according to your wishes before (re)emerging glibc.

   There is a package "localepurge" which contains a script which cleans   
   most of the stuff related to languages not set up in the above way.
