    What are stage files?
A stage file[1] is an archive which serves as the seed for a Gentoo
   environment.

Stage 3 files can be downloaded from releases/amd64/autobuilds/ on
   any of the
official Gentoo mirrors[2]. Stages are updated frequently and are
   therefore not
    included within official live images.

In short stage 3 file includes the base of the files needed for Gentoo
installation, you can always download the latest stage 3 even if your
install cd is ages old and be able to install the latest up to date version.
