What is the usecase for a partial slackpkg update? On a release of
Slackware, you should upgrade-all because the only stuff that happens is
basically security updates and other bug fixes once a release is
finalized. On -current you should install-new and upgrade-all because
the whole dependency structure may be in flux (you're sitting on the
staging area for the next release).

So PV didn't solve this problem because it did not yet need to be solved.
