   Depends on what you're doing: Darktable and Rawtherapee (both excellent   
   pieces of software, though each with their own approach to workflow)   
   permit extensive editting of existing (typically photographic, though I   
   suppose not necessarily) images.  Gimp and Photoshop permit many of the   
   same edits, but also provide tools for creating images from scratch.   
   There's certainly overlap, but Darktable and Rawtherapee don't entirely   
   replace Gimp (or Photoshop).
