   Yes, of course. It is a proprietary package, and that means that it can   
   not be distributed by openSUSE.   
      
   There are some exceptions, when the owner of the package explicitly   
   allows distribution of their software by third parties. That was the   
   situation of Adobe acroread (till they stopped producing it), or   
   currently, flash.   
      
   So to install skype for Linux, assuming they still make it, you have to   
   download it from them.
