Opensuse does not. Kill the GUI and log into xfce and everything works

Nor have I ,that is the issue .I tried a vanilla install of 13.2 on the
same laptop no problems at all, network or no network. I deliberately
did not setup the wifi after the install and KDE4 worked just fine.

I agree but why is it only plasma 5 which has the issue.

What I have noticed is that desktop icons appear after about 2 minutes
after login but they don't work and there is no desktop.

That's the point I am making ,once the laptop has its network restored
   it works fine .

That is a fix for me as I have the laptop for portable computing and the
xfce fixes the problem until KDE does.

I am not a newbie but I am no Linux expert either, how could I debug
this issue and perhaps contribute in some small way to fixing it ?

Sorry that's really what I meant applications
