   Pretty sure you have them backwards.  I'm running 43.3 on this machine, plus   
   another, and on both computers...   
   The comments in /etc/rc.d/after.local say, in part,   
   # Here you should add things, that should happen directly after   
   # runlevel has been reached.   
   While /etc/rc.d/halt.local says, again in part,   
   # Here you should add things, that should happen directly before shuting   
   # down.   
      
   Whereas running 15.0 on one of my computers, I didn't check the other, neither   
   script exists.
