   Indeed it seems not to be a "volume key became inactive" issue as I   
   initially thought, but rather an application-level thing. This morning I   
   noticed that the volume key responds fine when VLC is running. Seems   
   that for some reason KDE stopped handling it (previously it was   
   controlling the KDE's global volume setting).
