   You can buy a pc without an OS installed, the last 2 I've bought came that way.   
     But they were custom builds from companies on the internet, the first one is   
   out of business and the second is still selling prebuilt systems or custom   
   builds.  I should also mention that I specifically wanted AMD CPU's (a Ryzen   
   Threadripper 2950x for the first machine and a AMD 9 3900x for the second)   
   which   
   is why I went that route.
