   Lack of knowledge/experience, I'm guessing!!

I can turn on 4G access on the phone and use it for web-browsing.

It seems I have failed, over and over again, to connect my Computer to
the phones Wi-Fi. Indeed, now I find the phone will not Wi-Fi connect to
   the Computer directly.

The phone's Wi-Fi connects to the Telco's Modem and then tries to use my
   (throttled) Telco account .... sure.

But Wi-Fi connect to my mobile phone (which is sitting on the same table
as the Computer), NOPE, don't want to do that. ;-(

The Computer is showing about a half dozen different Wi-Fi signals .....
but the really frustrating thing is that, when I enable Wi-Fi connecting
on the phone .... the Computer DOESN'T 'find' a new signal.
