     Second Tuesday US time. For you that would be the second Wednesday.   
   I'm in The Netherlands and do my updates on the second Wednesday, which   
   was yesterday (day before yesterday by the time you wake up! :-)).   
      
     BTW, with regard to your data-limit problems: You can easily delay   
   updates for upto 4 weeks:   
      
     Disconnect from the network (so Windows Update can't check for   
   updates). Settings -> Windows Update -> Pause updates -> Extend for   
   X weeks. And connect again to the network. Windows Update has a '[Resume   
   updates]' button to resume at any time, but be warned, when you click   
   that button, it'll do a check for updates right away.
