   Than they would not be listening for something to come in, and you get a   
   status back that your packet could not find an open port to deliver the data   
   at.

   When you go visit someone unexpectedly, do you just keep knocking on their   
   door until they open(even if they are currently on vacation), or do you   
   think after a few times knocking that they just might not be home ?
