   Sounds like a 'resource conflict' between the mouse and the video adapter.   
   I will note that Windows (in and of itself) does not require _any_   
   config.sys or autoexec.bat.  What type of mouse do you have (I would guess a   
   ps/2 one at this point but it might be a proprietary item that requires   
   special drivers)?  You might want to look at the BIOS and set it for the   
   safest settings (there is usually an option for this).  Even moving the   
   video card to a different slot might make a difference.  I would remove the   
   mouse (and its adapter card if applicable) and try a serial mouse.  Try   
   installing Windows 95 with _only_ the video card in the computer - no sound   
   card, etc.
