   I'm talking about this procedure:   
      
   1. click on START   
   2. menu comes up and at the bottom of it says ALL PROGRAMS. Move the   
   cursor over it.   
   3. the entire Start menu now appears   
   4. this is where I want to be able to create a shortcut to a program.   
   In the old Win98 you could do this by right clicking I believe.
