Command prompt problem

   I loaded a math program which apparently makes use of the Command   
   Prompt line.   
      
   When I attempt to open the program I get the simple error message   
   "another program is currently using this file"   
      
   If I try to access the program via the Command Prompt I get exactly   
   the same error message when I attempt to open  the Command Prompt.   
      
   Can anyone offer a solution?  TIA.
