   I went into Outlook Express - Tools - Options - Security   
      
   Restricted Sites was indeed selected.  I changed it to Internet Zone.   
      
   Unfortunatelly, it still doesn't work, I am still not able to follow links.   
   I restarted the computer too, still no good.
