   While I'm no expert, you can change the type of account that a user has to   
   restricted under User Accounts in the control panel.  As far as setting up   
   what those restrictions are, I'm not too sure about where to do that.  In   
   Windows XP Pro, there is a section called Administrative Tools in the   
   control panel.  I don't know if this is present in XP Home.  Within this   
   section is something called Local Security Policy which appears to have what   
   you are looking for, though like I said, I'm no expert on the matter.
