   I want to change my desktop wallpaper. But I don't want to have to put the   
   image file in C:\windows\web\wallpaper. And I don't always want to use .bmp   
   files. I mostly have .jpg files.   
      
   I used to be able to do that. But suddenly I find that it will not work.   
   From the "Display Properties" dialog, I choose the "Desktop" tab. I browse   
   to a .jpg file, select it, and then nothing. A miniature of that picture   
   SHOULD appear in the "Display Properties" dialog. But it doesn't. The old   
   desktop wallpaper is still there.   
      
   To make this work, I believe that Active Desktop must be enabled. Microsoft   
   knowledge base #171437 says:   
      
     "To enable the Active Desktop, right-click an empty area on the desktop,   
      point to Active Desktop, and then click View As Web Page."   
      
   But I don't see the "View As Web Page" item on my desktop context menu. It's   
   not there.   
      
   So then I tried the F1 help screen, and I searched for Active Desktop. I   
   clicked on "Add Web content to your desktop" and it says:   
      
     "To add Web content to your desktop, right-click a blank area on the   
      desktop, and then click Properties. On the Desktop tab, click Customize   
      Desktop. On the Web tab, click New, and then follow the instructions."   
      
   I found the "Customize Desktop" button. But when I click it, the dialog box   
   has only a "General" tab. There is no "Web" tab.   
      
   What's wrong??
