is there a question somewhere in that statement?

if you've purchased a legal, retail copy of XP you are licensed to
install that copy on a single PC. period. if you replace your pc you
can install XP on the new machine but you will have to re-activate.
re-activation is free and takes only a minute or two via phone.

ideally you should probably erase the HD from the machine you are
selling, trading, giving away or trashing before doing so.
