   just a thought from my old DOS days, ed.  in the run box type 'cmd'   
   (without the quote marks) and then type PATH.  be sure that the   
   location where MSCONFIG is located is in the resulting path info.   
      
   alternatively, just create a desktop shortcut for MSCONFIG and avoid   
   having to use the run box altogether.
